The execution of Greece’s budget for the period from January to November 2024 reports a primary surplus of €12.012 billion, surpassing the target of €9.912 billion and significantly higher than the €5.826 billion primary surplus recorded during the same period in 2023.
This surplus is largely driven by an extraordinary payment of €206 million collected in October from an energy supplier levy, along with delayed defense program spending and transfers to social security organizations. Tax revenue for this period also exceeded expectations, showing a positive variance of €106 million compared to the 2025 Budget targets.
