The list of the public works promoted by the competent Department is poor in 2012, since the fiscal problems and the finalization of the big projects have restricted this year’s development funds.

The calculated expenditure of the Public Works Department has dropped to €100 million against €142 million in 2011, €133 million in 2010 and €114 million in 2009.

The completion of certain projects, such as the widening of the Nicosia – Limassol road to six lanes has restricted this year’s expenditure, in a period that the economy needs more stimuli from the state coffers than ever.

Overall, the Department promotes 18 road works and 7 constructions. Of the 18 road works, only six have passed the tender procedure, while from constructions the bid has been awarded to one only.

Some road works are on the phase of appeal and others are still on papers.

“Although the government wanted to promote a series of significant projects to give a boost to growth with the creation of new job posts, it cannot disregard the financial crisis conditions”, Public Works Manager, Alecos Michaelides said.

Projects underway

The Piale Pasha seafront avenue project in Larnaca was awarded to Nemesis Constructions in December against €7.8 million.

Another project with an awarded bid is Aglantzia Avenue but it is not expected to start before the end of the year. The contract was signed with Lois Builders/Phoenix against €12 million.

In Paphos, three projects have been awarded, two of which have stumbled at the Tenders’ Review Authority.

The first concerns the northern bypass of Geroskipou. The cost of the project has been calculated at €3.5 million but it has stumbled at the appeals to the Authority by the two joint ventures, Nemesis and DG ICOS SICAPI and Polydorou Ltd that claim the project.

The second project of the road network of the Polis Chrysohous Central Square with a cost of €3.8 million is claimed by two joint ventures, Makis Savvides & Sons/Aktor and Nicos Gavriel & Sons Ltd with hierarchic appeal.

The procedures for the project of the Tombs of the Kings Avenue go very slow.

The project is pending for the past two years and the bid will be awarded to Kounnas Brothers and FAP against €10.5 million.

A project of lower value to be awarded to DG ICOS SICAPI is estimated at €520 thousand.

Two projects in Ormideia also get in line: Makariou/Demokratias Avenue has been awarded against €2.2 million to Cybarco and that of Vattena of €1.2 million to FAP Construction Ltd/Katsiou Brothers (Stiliotes).

Road works on papers

A number of road works is already in the stage of contract preparation and invitation of tenders, such as that of the improvement of Faneromeni Avenue in Larnaca.

The project has already written its own history due to consecutive road accidents. Its cost has been calculated at €9.5 million.

The list of projects for 2012 includes four in Limassol, which have to do with the vertical Limassol – Paphos highway.

It is the project of water retention of €11 million, the tender of which will be invited in the next two months, the hub of the motorway of €8 million, the tender of which will be invited in the first half and the road parallel to the port of €16 million plus the rainwater pipes of €4 million.

The Natas Paphos bypass of €1 million, the flood control projects in Pera Chorio Nisou of €1 million and the reconstruction of the Ayia Varvara road of €800 thousand, as well as the fishing shelter of Ayia Triada Paralimni are still on papers.

Buildings

Of the short list of construction projects, only one has been promoted, the restoration of the Ottoman Bank in Larnaca.

Its cost is estimated at €2 million and has been awarded to Multipro Ltd, however, no contract has been signed yet.

Three more projects are still pending in the past three years.

The first is the floor expansion at the Larnaca General Hospital of €20 million, the radiotherapeutic ward of Nicosia of €6.3 million plus €9.2 million and the radiotherapeutic ward of Limassol of €10.6 million plus €9.6 million, the bid of which has been awarded.

Recently, Health Minister, Stavros Malas clarified that the two wards will be constructed.

Meanwhile, the cardiac ward at the Limassol Hospital of €1.5 million and the expansion of Paphos Court of €4.5 million are on hold.

So is the construction of the Archeological Museum in Nicosia, at the area of the old hospital. Its cost is calculated at €100 million.
