Interior Minister, Andreas Christou said on Monday that he favours the decentralization of powers of the Land Registry and the assignment of a number of activities to the private sector.
On his interview to StockWatch, Mr. Christou said that the Ministry is currently preparing a bill for the assignment of activities to private valuators and land surveyors and expressed the Ministry’s concerns on the transfer of additional powers to “the municipal land registries, the local authorities, the Public Works Department”.
With reference to the sale of properties, Mr. Christou clarified that this has nothing to do with the CSE facts and their consequences. “Since there are raising concerns that the government or the Ministry seek for the sale of properties and that several people relate these sales to the mortgages in 1999-2000, I would like to emphasize that this has nothing to do with the CSE”, the Minister said.
On the disengagement of the Land Registry from the unproductive and time-consuming procedures, Mr. Christou said that the proposal for the launch of a Special Trust Fund is a quite “interesting” proposal.
As for the legalization of buildings for the issue of deeds to the beneficiaries, Mr. Christou said that in the cases of bloc of flats, the legalization of the building will come first. If there is a mortgage (by the developers to the banks) a separate deed will be issued “so that the buyer be able to demand its transfer through the Court”.
Casino: I’m not a puritan
As regards to the opening of a casino in Cyprus, Mr. Christou admitted that he is still opposed to this idea but expressed his readiness to listen to the opposite view. “We must evaluate the proposal without prejudice. I’m not a puritan and I am not fanatically for or against the proposal. I just want to see what are the advantages and disadvantages”.
Special Trust Fund
Referring to the increased responsibilities of the Land Registry, Mr. Christou said that he favours the decentralization of powers and their assignment to the private sector. “We are currently preparing a bill for the assignment of further activities to private valuators and land surveyors”, the Minister revealed.
On the question concerning the sale of properties by the banks, the Minister said that the proposal of the Land Registry for the introduction of a Special Trust Fund is interesting.
Local plans
Mr. Christou also rejected claims that the changes in the preparation of the Local plans were affected by the interventions from large financial interests and criticized all those who claimed that he ‘rushed’ to sign the Local Plans.
“This is not true. I am aware of this issue and I was fully conscious when I signed”, he concluded.
