Iacovos Demetriou has been appointed as new Director of the Civil Aviation Department, after a unanimous decision by the Public Service Commission.
The decision was taken on Friday, after the Supreme Court cancelled the appointment of Leonidas Leonidou, who was in this position since 2005.
The Public Service Commission had the unanimous decision of the Supreme Court at its disposal since early March.
The Supreme Court ruled unanimously that the non participation of the PSC Chairman would be good practice if it concerned review after an annulling decision of the court and not review due to revocation of decision by the PSC itself. In this case, the qualifications were examined from the start, so according to judges, judgment on the appropriateness concerning the qualified candidates that the PSC ought to examine in full composition is required.
Iacovos Demetriou and Antonis Lemesianos denounced the appointment of Leonidas Leonidou in 2005 and PSC recalled the appointment.
In 2007, the Public Service Commission, after assessing the appointment of Mr. Leonidou once again, considered that his qualifications are satisfactory and reappointed him as Chairman of the Civil Aviation Department.
However, Messrs. Demetriou and Lemesianos appealed once again.
PSC Chairman, who did not participate in the first meeting at the appointment of Mr. Leonidou, decided not to participate in the second either, so that the assessment of the oral examination of the candidates is not hit. The Supreme Court decided that this move was wrong and cancelled the appointment.
In his statements to StockWatch, Anastasios Koummas, Secretary of PSC, said that the Public Service Commission in full composition called all three interested parties to participate in oral examination once again and elected unanimously the appointment of Iacovos Demetriou as Chairman of the Civil Aviation Department.
