Chairman of Wind Energy Association, Akis Ellinas stated on Monday that the businessmen who submitted an application for the creation of a wind park will lose thousands of euros due to the time-consuming bureaucratic procedures. Mr. Ellinas submitted a number of requests to the Ministry for the improvement of the terms to the investors’ benefit.
Specifically, speaking at the second annual general meeting of the Association in the presence of Commerce Minister, Antonis Paschalides and House President, Marios Karoyian, Mr. Ellinas requested either an extension in the application or an assurance that their application will be issued again under the same terms in 2010 with a total sale price of the producing energy to EAC €0.166 KWh.
In his own speech, Mr. Paschalides said admitted that the promotion of energy production from wind parks stumbles at bureaucracy mostly due to the large number of services involved in the issue of license.
The Minister ensured, however, that via a systematic and targeted effort the government tries to reduce the time required for the full license of the projects.
Defending the Ministry’s efforts, he stressed that the construction activities of the first wind park of 82MW have already started and the license procedures for the rest parks will be finalized soon.
He also said that the government proceeded with the amendment of the Subsidy Plan, stressing that the Plan for the Encouragement of electricity output provides for a total price of €0.166 per KW per electric energy produced from wind energy and is injected in EAC’s network from €0.0924 that it previously was.
As for the other sectors of electric energy production, he said that Cyprus ranks first – on a global basis – in the installment of solar systems for the production of hot water and sixth in the EU in the installed power of photovoltaic system per inhabitant.
According to the Minister, there has been a progress in the development of biomass for electricity output. In 2008 only, the units that were installed were of 3MW, increasing the total installed power to 4.4 MW.
On the other hand, Mr. Ellinas submitted more requests on behalf of the investors, such as the increase in power from 165 MK to 300 MK.
The construction activities are currently in progress to Oreites in Paphos and six more are pending: four in Larnaca, two in Ayia Anna, Psevdas, another one between Pyrga, Klavdia and Alethriko and the fourth in the forest area of Alexigros.
One more pending wind park is in Limassol (Sanidas) and in Nicosia (Kambi Farmaka).
