A large part of the delays in completing hundreds of development projects is attributable to the fears for responsibility that the average civil servant has and the “bad bureaucracy”. In his interview to StockWatch, Transport Ministry General Manager, Makis Constantinides stressed the need to change the mentality of the civil servants so that the government is able to adopt its ambitious target for the development projects. Therefore, all Ministries have been instructed to push their employees so as to become more efficient.
“We urge the civil servants to take personal risks. In this way, the difference in the enforcement of the projects will be large. We also urge the staff to become more efficient and not to go into hiding behind the formal and insipid procedure”, Mr. Constantinides said.
In his interview to StockWatch, Mr. Constantinides admitted that the big projects will not begin before summer. There are still doubts on when the Larnaca marina, one of the biggest projects, will begin since it is a month now that the appeal of the joint venture is before the ad hoc committee. The decision can be appealed again.
Mr. Constantinides also stressed that it is a democratic right on behalf of the joint venture to appeal to the Revisionary Authority but agreed with President Christofias that appeals must be restricted especially at the current stage. Therefore, the General Manager recommended the increase in the deposit fee for appeals.
But why doesn’t the state request by the competent authorities to do their job right so as to avoid appeals? Mr. Constantinides answered that the officials do their job right and most appeals concern small details.
In his interview, Mr. Constantinides also referred to the way that the added value for each project is measured (efficiency and social dimension) and admitted that the added value cannot always be estimated effectively.
Finally, Mr. Constantinides talked about the Ministry’s measures to boost the public transportation and to minimize the traffic problems in the city of Nicosia.
