The new organizational chart which will be in force from Monday, a few months prior to privatization brings significant changes to Cyta structure.
The objective, as noted in a report by the German consulting company Detecon, is the simplification of organic structure for better efficiency and effectiveness of the organization in the new competitive environment.
The finishing touches on the new organizational structure were drawn at a final meeting last Monday between the leaders of trade unions and the Chief Executive Officer.
Written contributions and consultations on the report of Detecon to the Board and management of Cyta preceded.
Detecon is associated with the German telecommunications giant Deutsche Telekom.
The findings of the report of the German company include the need to improve the organization's productivity, which will be privatized in 2016.
The report notes that Cyta management should increase revenues and further reduce staff.
The organization currently employs 1600 permanent employees and about 600 hourly-paid workers.
Last year according to the plan of voluntary retirement, 550 employees left the organization.
Detecon quotes comparative examples, noting that a respective telecommunications organization in Europe based on its 2013 revenues would only need 1700 employees.
It also points out that after 2013 a decrease in revenues is noted at a greater extent than the decrease in costs, which, as noted, is extremely worrying.
The report also notes that the organization could significantly increase profitability as well, as similar European organizations operating under stricter rules and under more intense competition than Cyta record better results yearly.
It also indicates that according to the new organizational structure 100 new positions should be created and be filled by transferring existing staff.
As a result of the early retirement plan in 2014, 25 specialized positions remain vacant, which need to be filled by people with similar specialized skills.
It is suggested that the management should take measures not to lose more personnel with specialized knowledge and experience.
The need to modernize the computer system is also highlighted.
Detecon completed its report since August 2014.
It had proposed several scenarios and the Board has chosen this one.
As regards the organizational structure of the management pyramid, it consists of:
the Chief Executive Officer, a Deputy Chief Executive Officer (this position was not proposed by Detecon but was added by the Board of the organization last December), four senior managers in the areas of IT, business management, finance and administration, and strategy.
Under the four senior managers fall 21 managements with their respective supervisors.
Compared with the current organizational structure what changes, is that senior managers are reduced to 5 from 7 and managements from 31 are reduced to 21.
Departments will be reduced to 61 from 82 existing today.
